Transformative Science, Technology and Innovation (STI) Policy and Implementation Plan Launched
The 2025 Science, Technology and Innovation (STI) Policy and its accompanying Implementation Plan was officially launched the by the Ministry of Technology and Science on 5th June, 2025. The motto of the policy is: “From Discovery to Impact – Unlocking Zambia’s STI potential”. Fundamental to this policy is the generation of Scientific data that influences Technology and Innovation which ultimately results in visible positive Impact for our people.
This landmark initiative represents a strategic roadmap for Zambia, designed to harness the power of science, technology, and innovation to foster inclusive and sustainable national development that translates directly to the wellbeing of our people. The policy underscores Zambia’s commitment to securing its position in the global innovation economy.
Speaking at the launch, the Minister of Technology and Science, Hon. Felix C. Mutati, emphasised the timely introduction of the new policy, given the rapid technological advancements reshaping the global economy, including Artificial Intelligence (AI), Robotics, Space Science, Biotechnology, and Green Energy. Minister Mutati stressed that “the future belongs to nations that innovate, adapt, and transform”.
Among the key strategic components of the new STI Policy, is a significant focus placed on Research and Development (R&D), with funds allocated to strengthen Zambia’s R&D ecosystem.
This investment will support the development and operationalization of a national research agenda, the upgrading of scientific infrastructure, and the establishment and updating of a national database for research and development. Furthermore, key institutions will receive support to conduct applied research aligned with national development goals. Hon. Mutati further announced that Artificial Intelligence (AI) and emerging technologies have been allocated K8 million. These funds will be used to develop regulatory frameworks, ethical guidelines, education programs, and public awareness campaigns with the overarching goal of positioning Zambia as a regional hub for innovation.
In the area of technology commercialization, the policy outlines the creation of a robust technology transfer system. This will include the establishment of five new technology transfer Offices, innovation hubs, and science parks. Additionally, a national start-up database and technology commercialization guidelines will be introduced to accelerate the growth of technology-based enterprises.
